Turnovers bring a steady run of small jobs: a kitchen floor in one unit, a bathroom wall in the next. PSCAA lets a property owner file one annual notification covering asbestos projects across one or more buildings, provided each building’s yearly total stays under 260 linear feet and 160 square feet and the owner submits quarterly reports. Bigger projects in the same building are notified individually.

Condominium and HOA common areas

PSCAA’s single-family definition leaves out condominiums and multiple-family buildings, so even an owner living in a condo unit must hire a certified contractor and use an AHERA inspector. Hallways, boiler rooms and other common areas bring the association in as well, because the owner or owner’s agent is the one who obtains the survey and files the notice.

Tenant improvements in commercial space

Re-fitting an office suite or storefront means surveying the ceilings, walls, floors and mechanical systems the build-out will touch, including flooring layers and pipe insulation above a dropped ceiling. Neighboring tenants usually stay open, so the controlled area is sealed and access-restricted, and waste leaves along a planned route.

Industrial and port-area buildings

The tideflats around the Port of Tacoma, Washington’s largest port, have a long industrial history, and older warehouses and plants can hold insulation on process piping, boilers and tanks in large quantities. Projects of 1,000 linear feet or 5,000 square feet and up fall in PSCAA’s largest notification tier with a 10-day wait, and are planned around the owner’s own site safety rules.

Rules that change for rental and commercial owners

Compared with an owner-occupied house, rental and commercial work adds requirements at every step. An AHERA inspector has to do the survey, and only that inspector can clear a suspect material. Removal falls to a certified asbestos abatement contractor, with certified workers under a certified supervisor as state law requires.

Notifications scale with quantity: PSCAA’s thresholds and tiers, L&I’s notice for projects over 48 square feet or 10 linear feet, and the owner’s survey summary posted or given in writing to everyone who might contact the material, maintenance staff and other trades included.

Waste shipment records belong in the owner’s file. PSCAA expects a copy signed by the disposal site to come back within 35 days, a written report if it has not arrived by 45, and records kept for at least two years.
