Asbestos planning for University Place homes
University Place stayed unincorporated until August 31, 1995, yet most of its houses are older than the city. The 2024 ACS five-year estimates put 48.4% of homes at 1979 or earlier and 26.3% at 1969 or earlier, a suburban stock that runs from the Tacoma border to the Puget Sound shoreline around Chambers Bay.
Mid-century houses and remodels
In homes built from the 1950s through the 1970s, the materials worth sampling before a remodel are drywall joint compound, ceiling texture, vinyl floor tile and sheet flooring, duct tape and wrap, and cement siding. That is a list of places to check, not a diagnosis; many houses from the same years test clean. If the remodel will disturb any of them, sample first.
Disposal outside Tacoma city limits
Asbestos waste generated in University Place cannot go to Tacoma Landfill, which PSCAA lists as accepting waste from the City of Tacoma only. Hidden Valley Transfer Station at 17925 Meridian Street East in Puyallup accepts Pierce County asbestos waste with a shipment record, and Republic Services in Seattle takes it from any county with a copy of the air agency notification. Buying an older house before moving in
PSCAA’s homeowner rule has a timing detail that matters to buyers: a new owner may remove asbestos from a single-family house before occupying it, under the same owner-occupant path. Once the house is rented out instead, that option is gone and a certified contractor is required. Sequencing a remodel before move-in therefore keeps more choices open, though the work practices, notice and disposal rules apply either way.
City permits
University Place issues its own building and demolition permits, so confirm the City’s requirements before a teardown or structural remodel. PSCAA’s survey and notification rules apply regardless of which city issues the permit.
Owner-occupied versus rental projects
About 57% of University Place homes are owner-occupied (ACS 2024 5-year). An owner remodeling the house they live in may survey it themselves under PSCAA rules and may remove asbestos personally, filing a Single-Family Residence Notification before taking out friable material beyond the small-quantity limits. The agency still strongly encourages hiring a certified contractor.
Everything else, from a rented house to a condominium, a duplex or a home about to be demolished, takes an AHERA-accredited inspector for the survey and a certified abatement contractor for removal.
